Hello, I hope this message finds all well.
   
  Note: The final review for the State Executive Order is to be completed today. It includes strategies to promote statewide ethanol and biodiesel-production and distribution. 
   
  See forwarded message in text below: Cynthia Lambert and I along with a number of individuals in Florida and in the Southeastern region reviewed and recommended potential incentives to promote alternative fuel use in Florida. As well, Cynthia forwarded a letter providing a listing of potential biodiesel user groups in Orange County.  See letter in text below that was sent to Secretary Castille, Friday, January 13, 2006.

  Dear Secretary Castille:
   
  As you shape a new energy policy for the state of Florida, please consider policies to promote the use of biodiesel.  In Central Florida, several organizations from both the private and public sectors are currently working together toward that goal.
   
  The Alternate Fuel Task Group is a consortium of public and private organizations that have a common interest—increasing the demand and use of biodiesel fuel in Central Florida area fleets.  The Group is composed of representatives of the following entities:
   
    
   Orange County Government, FL  
   LYNX  
   Kennedy Space Center  
   Walt Disney World  
   Universal Studios  
   Greater Orlando Aviation Authority  
   Orlando Utilities Commission  
   METROPLAN ORLANDO  
   Orange County Public Schools  
   Flagler County Public Schools  
   Seminole Community College  
   Florida Department of Transportation, District 5  
   Space Coast Clean Cities  
   University of Central Florida
   
  The price differential between diesel and biodiesel is the major problem our Alternate Fuel Task Group has encountered so far.  Because there is no available biodiesel infrastructure in Central Florida, biodiesel must currently be shipped in from elsewhere.  This results in increased biodiesel cost. When shipping costs are factored in, the current price difference between diesel and biodiesel in Central Florida is between 10 and 11 cents per gallon.
   
  New policies at the state level could incentivize the use of biodiesel.   We recommend a state gas tax exemption for biodiesel fuel for a period of five years.  Governmental organizations that are not required to pay state sales tax on fuel should be considered for price differential relief also.  This will give us time to establish biodiesel infrastructure in Central Florida.  After we do this, economies of scale should take over in making biodiesel prices competitive with or cheaper than diesel prices.  
   
  On behalf of the Alternate Fuel Task Group, thank you for taking the time to consider our proposal.  If you need additional information regarding our Group, please do not hesitate to call.  We are willing to assist you in your efforts to establish new energy policies for Florida.
